Nevada government keeps getting bigger and BIGGER. We deserve minimum, strictly limited, constitutional government in this State.

Forget all this blather about a $3B "shortfall". The budget for the '12/'13 biennium should be no more than $200M.

School Volunteering

CCSD receives > $10,000 per "normal" student per year, including debt service and PERS. I think NPRI calculates ~$12K.

That private school is on the high end. Volunteering/fundraising is also required! I don't know about $/punch but I'm sure if CCSD spent that much its incidence of violence wounldn't *diminish* -- not even if all the additional money went toward hiring extra security. That private school simply attracts a higher class of kid.

Parents who use CCSD should be the ones volunteering. For all the good that would do. I know a bright lady, a former full-time K-12 teacher, who volunteers regularly at her boy's school. Let me be clear. This lady spends a LOT of time in her son's classroom.

During recent parent teacher conference the teacher suggested that the boy get tested for a learning disability. He doesn't read in reading group. THE BOY CAN READ TWO YEARS ABOVE GRADE LEVEL. The lady is so disgusted she has asked my wife about homeschool options!

Public Education: Everywhere A DISASTER

Florida's fourth graders -- whose test scores essentially matched ours in 1998 -- are now a full grade level ahead of ours

Statistics.

Last week RJ published a story about 4th grade scores on federal government standardized reading tests.

Yes, NV and FL were at opposite poles, but overall not too far apart.

Yes, FL's score (226) was higher than most, but ND matched it. VA was even *higher* (227), and a few states came close (OH, NY, PA, MO, etc). How many of *those* states follow FL's model?

I oppose federal involvement in K-12, however if the 2009, 4th grade test results show anything, it's that public education is *everywhere* a CATASTROPHE.


NPRI has a pro-alternative government school agenda. If NPRI had a dental health agenda they would have attributed FL's statistical rise in test scores to water fluoridation.

Patrick R. Gibbons

Patrick R. Gibbons is a Conservative Socialist, but at least he understands the state budget. The so-called "shortfall" was caused by the '09 session's spending increase for FY10.

At the beginning of '09, annual revenues were ~$3B. FY09 spending was set at ~$3.2B. Budget shortfall ~$200M. Conservative Fibbons' FY10 plan was to keep spending ~at '09 levels. He proposed to raise the "extra" $200M through a new room tax and hiking the sales tax. BIG government balanced budget.

The Republicrats wanted even BIGGER government. They first gleefully passed Fibbons' room tax and then overrode his veto to boost spending to ~$3.4B/yr -- raising business taxes to pay for it.

Six months have passed. Revenues are now running at ~$2.4B/yr. THERE'S YOUR $1B "SHORTFALL".
If the Republicrats had listened to Fibbons' our "shortfall" would now be "only" $800M. We have one-party rule in this state. The COLOSSAL government liberals and the VERY BIG government conservatives.

Politicians Scrambling To Save Government

[NPRI] ridiculed Gibbons' new budget plan, saying he is trying to keep state spending at $6.1 billion when it should be $5.1 billion.

State government should minimally fund the few, constitutionally required government functions. Total cost: $100M per year, and probably less. NPRI supports BIG government, which it must be noted, is still smaller than the GIGANTIC government the Republicrats are likely to give us.

That $160M LOC is a real scam. It was delivered to government-order by our illustrious political hack state Treasurer, Kate Marshall. You remember her, don't you? She is the person who parked $50M of state funds in a Lehman Bros. investment account she believed was "risk-free". When Lehman went under, they took our $50M with them. Huh?! All Marshall had to do was read the investment prospectus and she would have seen the risks. Does our state *Treasurer* even *know* what a risk-free asset is? This is incredible. Sorry, but Marshall's conduct in this affair was either incompetent or criminal. Her actions really do warrant official investigation. She really should resign. It's not every day in the week that a small state treasurer makes a $50M mistake.

Now Marshall wants to allow $160M of public agency funds (LGPIF) to be loaned to the state. Some of this money comes from an agency that you pay taxes or fees to. Do you really trust Kate Marshall to watch your money? I don't. This Line of Credit needs to be rescinded, or the money should come out of Kate's own pocket.
