Forget all this blather about a $3B "shortfall". The budget for the '12/'13 biennium should be no more than $200M.

Republicrats Eyeballing Your Wallet Again

In 2011 the governor and Legislature are projected to face a budget scenario in which expected revenue is as much as $3 billion less than projected spending.

How much government are the Republicrats planning to shove down our throats in the next biennium?

Current tax revenues are running ~$2.5B/yr, with ~$150M of that set to expire in FY '12. That means if the economy stablizes, in the next biennium old taxes (which "No new taxes!" Fibbons adores) will generate ~$4.7B. A $3B "gap" indicates that Horsefurd, Raggio and the gang are looking to spend ~$7.7B! Up from $6.9B in the current biennium. ~11% more.

Are they serious? Where is all this money going to come from? The crooked politicians are not going to find it in the Dairy Commission or the Taxicab Authority. What do the scheming politicians have up their sleeves?

Want BIG Government? Pay BIG User Fees

Under our constitution, the crooked politicians must first decide how much government they want in the biennium, and then find a way to fund it. Balanced budget.

The Legislature spends ~115 days piling on the government. More K-16. More REAL ID. More employment training for Horsefurd's clients to burn. More regulations for Raggio's clients to fight. More citizen dossiers (databases). More Prozac. More initiatives. And on and on and on. No one should be surprised that spending grows 8% from the previous biennium.

They spend the last 5 days arguing over how to pay for it. Existing tax sources at their practical economic limits, the crooked politicians go hunting for *new* ones. And why not? You have to pay for it somehow.

I oppose BIG government and the high taxes necessary to pay for it. Still, if we're going to be stuck with BIG government The Legislature should impose USER FEES. Charge parents $15,000/yr for each kid they send to public daycare (K-12). Charge UNLV liberal arts undergraduates $800/credit.

Make the folks who consume government services pay for their true cost.

Horsefürd Shows His Hoof

"We're going to raise your taxes and there's nothing you can do about it!" The contempt these arrogant, crooked politicians have for the private sector. Unbelievable.

I don't know about Tucson, AZ, but if we had small government in *Nevada* the biennial budget could be as low as $160M. That's right.

Eliminate ALL government programs except those which are constitutionally requried and fund those at bare minimum.
  1. The three branches. Small government regular sessions would last 4-5 days. Legislators earn $200. No PERS or per diem. Layoff 90%+ of full time employees. Total cost $10M.
  2. Prisons and juvenile hall. Opaque budgets. Pardon inmates serving time for victimless crimes. Save a bundle.
  3. A militia. One ex-USArmy Commanding General. $50K. The rest reserves. Besides,the federal government has to defend us if the Governor requests assistance.
  4. Assorted bureaucracies (AG, Treasury, Superintendent, etc). Less than $5M.
  5. Mental/Rehab hospitals for bona fide RESIDENTS who are severely disabled (benevolent institutions). Currently ~25% of the budget. Opaque budgets. No more out-patient services. Minimum level of care. Want more? Go to *private* hospitals.
  6. Three UNR applied science departments. Education trusts pay for it *all*. Shortfalls covered by user fees (tuition). Total cost ZERO.
  7. One public school per district (18 statewide). A little red schoolhouse only for teaching the 3Rs to poor kids (as originally intended). Done by 8th grade. Trusts pay for it. Total cost ZERO. No more public daycare for rich kids.
    That's it.

    So you see, $160M is a conservative estimate. Keep in mind that the biennial budget represents only ~1/3 of state spending. We pay extra for roads, etc.

    Lawmakers Reach Deal To Protect BIG Government

    Another victory for the BIG government coalition. AB-6 was the tax bill. In the Assembly, RINO (and future Raggio replacement) Gansert (and her fellow RINOs) voted with Buckfee for higher taxes. In the Senate, RINOs Raggiowe and Townspend maintained their BIG government 30 year hitting streaks.

    In the Assembly, Don Gustavson (R-Sparks) was a notable NAY vote. He will be resigning his seat to run for State Senate. He's pretty good. He deserves our support.

    Horsefurd & Raggio: Can Taxpayers Get A Break?

    The Democrat Party is really just the CPUSA. This guy Horsefürd's contempt for the private sector knows no bounds. He himself earns a nice living by mooching taxpayer dollars to provide job training in how to craft buggywhips. Horsefürd has a personal financial stake in BIG government.

    To be fair, he's not the only guy in Carson City like that. Government agencies and rich private sector special interests from across the state generate a LOT of billable hours for Rinoggio's law/lobbying firm.

    To name just two examples.

    The 24x7, 365 De Facto Legislature

    We don't need an *adjournment* strategy. We need a *convening* strategy.

    This guy Fibbons has now given us FOUR special sesssions, the last three of which were called (at least officially) due to inhospitable economic conditions. Three events of the same type within 24 months hardly qualifies as "extraordinary". Economies fluctuate. Like the weather. Special sessions were meant for 6-Sigma events. Like foreign invasions.

    Keep in mind that in between all this we've had two *regular* sessions. This guy Fibbons won't be content until we have a 24x7, 365 legislature.

    Now that Fibbons has restarted the BIG government engine he can't stop it (even if he wanted to). Especially since he has given them an agenda which would fill a kitchen sink. Not unless the two legislative bodies can't decide among themselves.

    Of course no modern special session commences without an understanding of its ground rules and the predetermined outcome so the Horsefürd birthday party is safe.

    The BIG government juggernaut rolls on.

    UNLV has NO constitutional authority to operate sports teams as a funding source. If you disagree then what's to stop them from paying Lagasse $10M/yr to operate a Rebel-themed bistro? Money from tuition, fees, ticket sales, hot dogs, creme brulee, etc MUST go into the state's General Fund. Then it's up to the crooked politicians to decide how to spend it.

    Hey Lynn Warne. Use your influence with the Buckley, Horsefurd and the DEMs to have Division 1 football revenue redistributed to K-12!

    The SPENDING Gap

    As a rule, Republicrats spend faster than revenues rise. In this unusual economy, revenues are falling faster than Republicrats have been willing to cut. "Budget gap" is fuzzy. Better to say we have a SPENDING gap.

    In the recent (inflated) boom years (2004-2006) Nevada tax revenues were growing at double digit rates. Government spending even MORE. In the '09 session, despite *falling* revenues (which are now back to '05 levels -- then a BLOWOUT year) Republicrats actually boosted spending ($3.2B/yr -> $3.4B). That's right.

    It's funny to watch Buckfee, Horsefurd and the gang scrambling to look like TeaBaggers after RINO election victories in VA, NJ, and MA. Horsefurd still couldn't hide his contempt for the private sector, though. He promises revenge as soon as the economy turns. The DEMs really are the CPUSA.

    CCSD Discrimination

    'Believe Me' wrote (0904) Twenty nine portables and 2 bathrooms, try that in Green Valley or Summerlin.

    The racial discrimination is *not* the inferior portable classrooms and toilets at West Prep. If CCSD would just teach these kids the 3R's nobody would care even if the bathrooms doubled as classrooms. The real discrimination is that CCSD REFUSES to teach the 3R's to WP's poor Black kids -- its primary responsibility -- while providing enrichment programs to rich White ones.

    This is outrageous. Where is Horsefurd when you need him?! The NSC requires a system of "common" schools. Apparently some schools are more common than others.


    Why do poor parents continue to put up with an overpriced education system that teaches cultural sensitivity, basketball and self-esteem?

    UNLV Research Still Adds Up to Fluff

    Big shot?! What a complete puff-piece. For every pseudo-researcher like Mercer there are dozens of complete clowns like Dina Titus, Horsefurd's wife, administrators etc running around.

    I just took a glimpse at some of Mercer's academic "research". Hmm. They might pass as Senior theses at San Diego State, but they're not serious science. Mercer is just another ridiculously overpaid bureaucrat Administrator. Kinesiology is just a euphamism for "jockology", like calling garbage collection "sanitation engineering". The Kinesiology department only exists to provide academic cover to dunderheads who can't hack it as basketweaving majors. It should be eliminated.

    Grant funding? Who the heck is writing the checks? If it's NIKE, they should just bring the research in-house. The federal government has NO constitutional authority to sponsor this kind of research.

    The original University of Nevada (now UNR) was chartered to provide practical instruction in fields relevant to our State, specifically Mining, Agriculture, and Engineering. Biomechanics of Running might qualify as engineering, but it's general relevance to Nevada is quite dubious. But that's what happens when the Legislature creates political institutions like UNLV.

    The problem is not Fibbons/Horsefurd's $800M spending disagreement, it's the $6.2B they AGREE about. The parties keep very tight control over the debate: "Should our government be HUGE or GIGANTIC?" Nowhere in this session can you find discussion about "How *small* can we make goverernment?"

    I can answer that question. $100M per year. Less than projected room tax revenue. That's right. Of course, we can't get there so long as the Republicrats are controlled by the education unions and all the other leeches who receive direct financial benefit from the system.

    Athletes miss class time and coaches, generally teachers at the school, also miss class, forcing the school district to pay extra money to hire a substitute.

    We've eliminated the 3R's. Can we at least *cut* football? We spend all this time, energy, and money on football. That is ridiculous. The Nevada Constitution authorizes a *small* public education system, not a public football training camp. If kids want to play football, let them form a club.

    If we abolish public education, new private academies will spring up to help fill the void. Agassi will open a network of tennis schools. Horsefurd will open a chain of substandard vocational schools (he'll shakedown whites to donate). QBs and cheerleaders can audition for Rulffes's football school.

    Not A Dime's Worth of Difference Between the Two Parties

    There's no real difference between the parties. The consensus is always for tax-&-spend, big government.

    The original University of Nevada (now UNR) was established (under the Nevada Constitution) to provide practical instruction in just three fields: Mining, Agriculture, and Engineering. It was endowed with sufficient capital to make it taxpayer independent from then on. The Constitution authorizes the Legislature to create other colleges as it deems necessary.

    Over the years, for political reasons ("why should Raggio's district receive all the money?, and "Why can't dopes go to college also?"), the politicians have given us UNLV, CSN, NSC, DRI, and on and on. Along with that, we give scholarships to dimwit jocks to play football, support departments that have no objective methodologies, pay huge salaries to coaches and administrators (UNLV men's basketball coach makes $1M/yr!), enforce left-wing policies like affirmative action (quotas), push left-wing dogma like global warming, etc. Worst of all, Nevada taxpayers are expected to support all this to the tune of hundreds of millions of dollars per year. Give the politicians power over education and it winds up like any other government spending program: costly and far beyond the scope of original intent.

    The Legislature should identify every NSHE function that does not further the mission of those aforementioned 3 departments, deem them unnecessary, and vote them out of existence. The University endowment should be more than adequate to fund those core operations. If not, charge tuition to cover it. This would reduce taxpayers obligation to NSHE down to ZERO.


    That's right.

Unconstitutional bureaucracies mentioned in this article, like Nevada Humanities Commission and Department of Cultural Affairs, should never have been created in the first place. And what the heck is a "state librarian", anyway?

    The taxpayers are the poor, beleaguered souls who deserve a good cry.
