How much government are the Republicrats planning to shove down our throats in the next biennium?
Current tax revenues are running ~$2.5B/yr, with ~$150M of that set to expire in FY '12. That means if the economy stablizes, in the next biennium old taxes (which "No new taxes!" Fibbons adores) will generate ~$4.7B. A $3B "gap" indicates that Horsefurd, Raggio and the gang are looking to spend ~$7.7B! Up from $6.9B in the current biennium. ~11% more.
Are they serious? Where is all this money going to come from? The crooked politicians are not going to find it in the Dairy Commission or the Taxicab Authority. What do the scheming politicians have up their sleeves?

The GOP's favorite device for controlling the economy. The tax code. End corporate welfare. Don't cut newcomer taxes by 50%. Eliminate ALL business taxes.
Who wants to invest money in a business when the crooked politicians see it as a money tree they can shake when they need extra cash. We've all heard the relentless screams -- especially from DEMs -- to raise taxes on banks, mining, casinos, big box stores etc, because they're "not paying their fair share". I'm surprised Buckley hasn't called for "Statizing" them!
The uncertainty argument is valid, although Fibbons should not be the one making it. His two biennium budgets (FY '07-'11) were both partially (and increasingly) dependent on BUSINESS taxes. Didn't Fibbons just sign special session legislation raising corporate fees? So what the heck is this clown talking about?

Trust "Sweeping"

Trust "sweeping" (as it's euphemistically called) is such a perfect scam for the crooked politicians. Benefits are promised sometime in the distant (unseeable) future. Higher taxes *today*. The money sits there until they steal it to pay for some scheme completely unrelated to the one they sold us on.
In the case of education trust funds, that pilfered money has to be repaid. Sometime. In accounting terms that's a long-term liability, ie a LOAN.
So much for a balanced budget.

A year ago those taxes were generating ~$3.0B/yr. Fibbons proposed a budget with room taxes and higher sales taxes to lift that figure to $3.2B/yr. The DEMs gladly went along.
THIS WAS THE CONSENSUS.
The Republicrat legislature wanted to spend $3.4B/yr. Only $200M/yr (6.2%) more than Fibbons.
Going into the weekend tax revenues had fallen to ~$2.4B/yr. Fibbons wanted an extra $50M-100M/yr. The Democrats all for it.
THIS IS THE $2.5B/yr NEW CONSENSUS.
Seems to me that the DEMs were pushing for only another $50M (2%) above that.
We have two political parties in this state. The Republicrats (the BIG Government Coalition) and the Small Government opposition (libertarians). The former has an ~80% market share. The latter <2%.
The rest are too busy watching TV to notice.

Big Government Convention

Fibbons was attending that National Governor's Association meeting. Why do Nevada taxpayers permit this? I wouldn't want my governor attending that BIG government photo-op even if this were Maryland.
I watched a portion of it on C-SPAN. Why do so many Governors look like slimeball used car salesmen?
The Secretary of the unconstitutional US Dept of Education was there too. Dictating. You'd think maybe one of those egomaniacs would tell him to get lost.

The 24x7, 365 De Facto Legislature

We don't need an *adjournment* strategy. We need a *convening* strategy.
This guy Fibbons has now given us FOUR special sesssions, the last three of which were called (at least officially) due to inhospitable economic conditions. Three events of the same type within 24 months hardly qualifies as "extraordinary". Economies fluctuate. Like the weather. Special sessions were meant for 6-Sigma events. Like foreign invasions.
Keep in mind that in between all this we've had two *regular* sessions. This guy Fibbons won't be content until we have a 24x7, 365 legislature.
Now that Fibbons has restarted the BIG government engine he can't stop it (even if he wanted to). Especially since he has given them an agenda which would fill a kitchen sink. Not unless the two legislative bodies can't decide among themselves.
Of course no modern special session commences without an understanding of its ground rules and the predetermined outcome so the Horsefürd birthday party is safe.
The BIG government juggernaut rolls on.

From the extreme left (mining taxes) to the extreme right (warrantless searches to enforce victimless crimes) to the broad, BIG government Republicrat consensus in between. The only political faction he's willfully ignoring is the small government wing of his own party. Granted, that's a tiny (~1%) minority but he does so at his renomination peril.

For Fibbons, "Education First" means his highest priority is to shovel money to GOP (donor) firms who do business with the school districts. For example, construction contractors, testing services, Big Pharma, municipal bond underwriters, and so forth.
For Buckfee it means shoveling education money to the DEM constituencies. Unions, lawyers, counselors, LGBT, nutrition, etc.
Public education is a *political* institution.
For parents who want their kids to actually *learn* something, "education first" means sacrificing to send their kids to PRIVATE schools.

To make Nevada eligible for a grant, legislators must repeal a law that bans using student test scores for purposes of evaluating teachers.
This situation represents everything that is WRONG with public education. Washington politicians dangle unconstitutional education money (pork) in our faces. Our crooked politicians scramble back into (yet another unnecessary) session to get their hands on the loot, so they can redistribute it to their friends. CCSD hires more education lawyers to file exemptions and figure out how to comply, grant writers to beg for more money, and administrators to provide "oversight". A new bureaucracy composed of statisticians, IT, etc gets created to manage all these new teacher evaluations. CCEA hires labor lawyers to challenge any evaluation criteria which might threaten the job of an incompetent teacher. And on and on and on. Is this a NIGHTMARE of central planning or what?!
Somewhere along the line a CCSD 12th grader is expected to learn how to construct a simple sentence and convert a fraction into a real.

Looks like Senate ultra RINOs Raggiowe and Townspend want Fibbons to a call a special session in order to give them one more opportunity to vote for higher taxes. They're both term-limited out (Townspend in 2010, I think). If we had small government in this state, the biannual budget would be less than $200M. The budget would be in SURPLUS. That's right. Fibbons would have to call a special session to figure out how to REBATE all the money piling up in the treasury.
What's all this nonsense about school underfunding breeding lawsuits?! The legal (constitutional) minimum for K-12 is one school per district (18 statewide). Yep. The legislature could vote out of existence *everything* above that. Slam dunk.
The legal minimum for NSHE is three departments: Mining, Agriculture, and Engineering. Look it up. The legislature could dissolve DRI, UNLV, NSC, etc in one rollcall. In fact, the University of Nevada was originally endowed with capital sufficient to make it self-sustaining in perpetuity (taxpayer backup required only if some Regent bankrupted the trust). All students majoring in one of those aforementioned fields should be receiving free rides. or else paying just nominal tuition. The liberal arts students should be paying $600 per credit "user fees".
Only a RINO lawyer like Billus Raggiowe would resort to legal scare tactics.

You can't insure for an event where the risks are positively correlated, like unemployment within the State of Nevada. Unemployment insurance is built on sand. That is why every few years the State has to borrow money from the feds (who unconstitutionally reinsure the whole nation!) to stay afloat.
The Nevada government has NO constitutional authority to operate an insurance company. It doesn't matter that the feds mandate it. Gibbons should announce that henceforth Nevada will no longer participate. If Obama threatens our highway funds Gibbons should stop federal tax withholding on state workers. What's the IRS going to do -- audit the State of Nevada?

NV Government Grows Fat In Its Sleep

The lawmakers' Interim Finance Committee supported the new Renewable Energy and Energy Efficiency Authority, along with a $117,030-a-year salary for a commissioner and a $56,265-a-year salary for an executive assistant.
First of all, I don't understand how law(sausage)makers can vote on ANYTHING at this time. We're sine die and Gibbons hasn't called a special session. Secondly, this new bureaucracy is completely unnecessary. If there is a market for renewable energy, some bright fellow will figure out how to make an honest buck on it. I see the crooked politicians have already staked their claim.

I think the Gibbons tax-&-spend vetoes were correct. It's possible that the taxpayers would have done a little better had Gibbons made a deal. That's what Republicans always do, and all it does is implement the Democrat agenda at a slower pace. The compromise strategy assures we *never* get small government.
In the long run it's better that the Democrats and RINOs make the Governor irrelevant. The tax-&-spend bunch will win -- maybe even for one or two decades -- but as the corruption mounts voters will turn. They'll realize that big government is the problem, and start electing small government candidates.
