Based on the BIG government caliber of the gubernatorial candidates currently announced, whoever wins the November election deserves to be recalled. A certifiable recall petition must contain valid signatures numbering >= 25% of the votes cast in the general election. The fewer the votes cast the lower the recall bar.
Hey Republicans. If your Party nominates a US Senate candidate other than Sharron, don't vote on Election Day. A recall election of the new Governor could occur as soon as July 1, 2011, possibly while a special session he called to pass the blowout FY '12/'13 is convening. That will make the shnook think twice about signing the Horsefurd-Raggio-Oceguera Republicrat budget.
Statement of Principles
Nevada government keeps getting bigger and BIGGER. We deserve minimum, strictly limited, constitutional government in this State.
Forget all this blather about a $3B "shortfall". The budget for the '12/'13 biennium should be no more than $200M.

Let's be fair to the RINO. An AG cannot raise taxes. But it is also true that Sandoval's role in Guinn's tax hike cannot be dismissed as simply a lawyer reresenting his client.
The AG is supposed to provide a legal opinion. Sandoval probably told Guinn "you have a good case".
Strike 1.
The AG must take legal action when the Governor so directs. He can also take legal action INDEPENDENT of the Governor. The NSC is silent about tie-breaks. That is, when the Governor wants to sue and the AG doesn't.
Constutional issues aside, Sandoval could have simply refused to comply. The way that Cortez-Masto has refused to participate in Fibbons' Obamacare lawsuit.
Strike 2.
Sandoval is a close political ally of archetype RINO Raggio. He even works at the same politically connected, BIG government law firm.
STRIKE THREE!

Republicrats Eyeballing Your Wallet Again

How much government are the Republicrats planning to shove down our throats in the next biennium?
Current tax revenues are running ~$2.5B/yr, with ~$150M of that set to expire in FY '12. That means if the economy stablizes, in the next biennium old taxes (which "No new taxes!" Fibbons adores) will generate ~$4.7B. A $3B "gap" indicates that Horsefurd, Raggio and the gang are looking to spend ~$7.7B! Up from $6.9B in the current biennium. ~11% more.
Are they serious? Where is all this money going to come from? The crooked politicians are not going to find it in the Dairy Commission or the Taxicab Authority. What do the scheming politicians have up their sleeves?

Want BIG Government? Pay BIG User Fees

More citizen dossiers (databases). More Prozac. More initiatives. And on and on and on. No one should be surprised that spending grows 8% from the previous biennium.
They spend the last 5 days arguing over how to pay for it. Existing tax sources at their practical economic limits, the crooked politicians go hunting for *new* ones. And why not? You have to pay for it somehow.
I oppose BIG government and the high taxes necessary to pay for it. Still, if we're going to be stuck with BIG government The Legislature should impose USER FEES. Charge parents $15,000/yr for each kid they send to public daycare (K-12). Charge UNLV liberal arts undergraduates $800/credit.
Make the folks who consume government services pay for their true cost.

So Many Things Wrong With Higher Education In Nevada
Originally posted in a LVRJ Forum
UNLV is one big POLITICAL institution. It's all about pumping money into a district other than Raggio's, jobs for friends, PC "goals" like diversity and "critical theory" (communism), and sports. It should be shuttered.
Division 1 sports is a tax CONSUMER. In the current biennium the state appropriation for UNR Intercollegiate Athletics (Division 1) is $5.8M/yr. The corresponding appropriation for UNLV is $7.9M/yr. See AB-562 Section 17 (2009).
Incidentally, whatever money is generated from D1 -- through ticket sales, broadcast rights, merchandising, snacks, etc should revert to the General Fund for the crooked politicians to redistribute as *they* see fit. Whoever authorized UNLV to operate semi-pro sports teams in lieu of direct taxpayer support and/or user fees (tuition)?
DRI is a tax CONSUMER. It's just another government contractor. Like Sandia, LBL and Oak Ridge. It could NEVER survive as a *commercial* research firm. It's the post office with no water.
NSHE should be reduced to its constitutional minimum: one campus (UNR) offering practical instruction in just three departments. Mining, Agriculture and Engineering. Funding provided by donations, traffic tickets and the Trust established ~140 years ago. All students on scholarship or else paying just nominal tuition.
Liberal arts majors can transfer to the Claremont Colleges.

Lawmakers Reach Deal To Protect BIG Government

Yes, the parts which allow taxpayers to escape with their lives.
Another victory for the BIG government coalition. AB-6 was the tax bill. In the Assembly, RINO (and future Raggio replacement) Gansert (and her fellow RINOs) voted with Buckfee for higher taxes. In the Senate, RINOs Raggiowe and Townspend maintained their BIG government 30 year hitting streaks.
In the Assembly, Don Gustavson (R-Sparks) was a notable NAY vote. He will be resigning his seat to run for State Senate. He's pretty good. He deserves our support.

To be fair, he's not the only guy in Carson City like that. Government agencies and rich private sector special interests from across the state generate a LOT of billable hours for Rinoggio's law/lobbying firm.
To name just two examples.

Bipartisans For BIG Government
Originally posted in a LVRJ Forum
In one sign of bipartisanship, Buckley met privately Monday with Raggio and Sen. Randolph Townsend, R-Reno.
An ultra left wing Democrat agglutinating with two left wing Republicans. That's not bipartisanship. It's trinary asexual reproduction.
Mining is one of the few industries where we have natural, competitive advantages. You'd think maybe *someone* in Carson City could provide a cogent defense of it?! The folks who attack Mining are the ones who scream loudest about "diversifying" our economy. What do they propose to replace it with? Organic lobster fishing?
Do you have any idea what it costs to bring a mine into production? No divining rods here. It's like oil exploration. Satellite imaging, test drilling, geological analysis, etc. Hit or miss.
After you've expended all that money to finally prove a site you have to invest a FORTUNE to extract the mineral. Specialized earth moving equipment, processing machines (refining a whole other issue), trained personnel, OSHA compliance; I think firms often have to build their own MegaWatt power generating stations on-site. It's the middle of nowhere. You can't just plug into a wall outlet.
At anytime the commodity price could COLLAPSE, causing you to abandon your entire investment. The last thing these firms need is the uncertainty caused by Communists who threaten to nationalize their profits -- Castro style -- after they've already invested hundreds of millions of dollars in fixed assets.
I do not own any shares in natural resource companies. I do not work for the industry. I oppose BIG government and the high taxes necessary to pay for it.

Political Hack Regents
Originally posted in a LVRJ Forum
Regent Chair Leavitt believes the state college has clearly gone beyond its original mission.
Not true. It's original mission was to redistribute money to Perkins' district. After all, why should Raggio's district (UNR) get all the money?
That mission is INTACT.
The Regents are just a bunch of political hacks. They play a very sordid game with their crooked cousins in Carson City. The Regents ascertain how best to buy political support from the various higher education constituencies (ie football fanatics, nurse and teacher wannabes, construction contractors, etc). The legislators appropriate the money.
NSHE funding is all very repulsive. Like sausage making and redistricting. It wasn't meant to be that way.
The original University of Nevada (now UNR) was chartered to provide practical instruction in three fields relevant to this state (Mining, Agriculture and Engineering). It was endowed with capital (in Trust) to fund it in-perpetuity. No further taxpayer obligation necessary. Over the years, in order to secure their re-elections, the crooked politicians have expanded that very limited state university mission into what is now known as NSHE, with the waste and corruption therein.

His firm generates a LOT of billable hours from public sector clients in this state. The rest are completely POLITICAL expenditures, designed to pump money into Districts other than Raggio's (UNR).
First on the list for elimination should be Division 1 sports. You can always field teams from the ranks of the applied science majors. Put the student back in "student"-athlete. Dump the $1M/yr basketball coach, and the newly acquired $450K/yr football coach and $300K AD.

College of Southern NV is Useless

CSN is a total waste of taxpayer dollars. It provided *remedial* education. How many times must Nevada taxpayers pay to teach kids the 3 R's? In many ways, NSHE is *worse* that CCSD.
CSN is a completely *political* institution. Legislators from Clark County were envious of all that money being pumped into (what is now) Raggio's district (UNR), so they politic'd to ensure that some of the booty gets spent in *their* districts. That is why we have the repetitive CSN, the redundant UNLV, and so forth.
Public education (K-16) accounts for ~50% of the ~$6.7B biannual state budget. If we restricted public education to its constitutional minimum -- public school per district (county) and three University applied science departments -- we could reduce our financial commitment to public education down to ~$2M per year. That's right.
But then, how would all those ridiculous school arts teachers earn a living? Good heavens. Kids interested in the performing arts might have to join a community theater group or something. OMG. The sky is falling.

Fibbons would have to call a special session to figure out how to REBATE all the money piling up in the treasury.
What's all this nonsense about school underfunding breeding lawsuits?! The legal (constitutional) minimum for K-12 is one school per district (18 statewide). Yep. The legislature could vote out of existence *everything* above that. Slam dunk.
The legal minimum for NSHE is three departments: Mining, Agriculture, and Engineering. Look it up. The legislature could dissolve DRI, UNLV, NSC, etc in one rollcall. In fact, the University of Nevada was originally endowed with capital sufficient to make it self-sustaining in perpetuity (taxpayer backup required only if some Regent bankrupted the trust). All students majoring in one of those aforementioned fields should be receiving free rides. or else paying just nominal tuition. The liberal arts students should be paying $600 per credit "user fees".
Only a RINO lawyer like Billus Raggiowe would resort to legal scare tactics.
Looks like Senate ultra RINOs Raggiowe and Townspend want Fibbons to a call a special session in order to give them one more opportunity to vote for higher taxes. They're both term-limited out (Townspend in 2010, I think). If we had small government in this state, the biannual budget would be less than $200M. The budget would be in SURPLUS. That's right.
Slam dunk.
